Flat Gothic is just like regular Gothic, except the usual 45° pen angle is flattened to 0°. You will need to make short thin horizontal lines to tie the vertical strokes together.
I agree about the Z. Gothic Z is a problem for modern eyes. It's a challenge to take the rules for the rest of the alphabet and try to adapt them to let the Z fit in but also be readable. The solutions you suggested are do-able. I'll be interested to see what you come up with.
I like this very much, only the Z is kind of strange. Maybe using uneven middle like in e or middle square like in x would help.
